SHILLONG, JULY 25: The Hynniewtrep Youth Council (HYC) has given seven days ultimatum to the Khasi Hills Autonomous District Council (KHADC) to close down the Resource Rubber Private Limited factory situated at 11 Mer, Mawsmai, Ribhoi District owned by Joginder Pal Kapoor.
This was announced by the President of the HYC, Roy Kupar Synrem after a meeting with the EM in charge of trade of the KHADC, Gigur Myrthong.
Speaking to media persons, after the meeting, HYC President Roy Kupar Synrem said that the EM has confirmed that the documents and trading license of Joginder Pal Kapoor has expired from April 2024 and till date he has not renewed it.
Synrem said that the HYC has closed down the Resource Rubber Private Limited factory because the District Council has not done its duty as per mandated by law of the council.
“The KHADC has passed the law, but surprisingly, the Council authorities have not done their duty to close down the factory which is still running without proper documents and trading license which has expired since April 2024” said Synrem.
The President of the HYC alleged that the action of the police of Ri-bhoi District and Joginder Pal Kapoor to break the lock of the factory is illegal and against the Regulation of Trading by Non-Tribal 1954.
“Section 3 of the Regulation Trading by Non-Tribal 1954 clearly states that any non-tribal who wishes to conduct trade or set up businesses under the jurisdiction of the KAHDC must obtain a Trading License from the District Council,” he added.
Synrem added that if the KHADC authorities cannot implement the law, then there is no point in having an office of the council in Shillong.
