Shillong, November 20, 2024: Meghalaya Chief Minister Conrad K. Sangma inaugurated the Shillong Integrated Command & Control Centre (ICCC) at Umsawli, New Shillong Township, describing it as the “brain of the city’s operations.”
The ₹226.08 crore facility is designed to enhance city surveillance, emergency response, and helpdesk services while streamlining city-level responses through standardized processes for handling recurring events and emergencies. It will also improve coordination between urban local bodies and government agencies in addressing civic issues and grievances.
In his address, Chief Minister Sangma remarked, “The ICCC is a platform, a technology, an area, and a space acting as a connection to different kinds of activities going on in the IT feed, such as the APIs, live data, and other technologies, which will enable us to monitor different activities in the state, providing access to data for decision-makers to decide on the way forward. The potential is immense, as it is a mechanism and technology that can assist us in making the right and timely decisions.”
The facility includes a centralized command room equipped with monitoring systems, GPS tracking for 50 waste collection trucks under Integrated Solid Waste Management, and a city surveillance network comprising 328 cameras installed across more than 70 locations.
The Chief Minister also shared updates on the Shillong IT Park, which is expected to generate employment for over 10,000 individuals upon completion of its second phase, and the Knowledge City project, which aims to host institutes, centers of excellence, a sports center, and a 40,000-capacity football stadium. Highlighting the project’s significance, he expressed a vision to establish Shillong as the “soccer capital of the country.”
Deputy Chief Minister Sniawbhalang Dhar underscored Shillong’s designation as the 100th city to receive Smart City project funding, with the ICCC serving as the cornerstone of this initiative. Dhar stated, “The ICCC will serve as the brain behind this vision, focusing on creating a livable, clean, green, inclusive, modern, safe, and well-governed city.”
The event was attended by Chief Secretary D.P. Wahlang, IAS; Commissioner and Secretary Dr. Vijay Kumar D., IAS (Urban Affairs); Commissioner and Secretary Pravin Bakshi, IAS (IT & Communications); Director General of Police Idashisha Nongrang, IPS; and East Khasi Hills Deputy Commissioner R.M. Kurbah, IAS, among others.
A detailed technical presentation highlighted the ICCC’s multi-layered infrastructure, which functions as a Decision Support System (DSS) for city administration. By processing real-time data feeds and enabling seamless incident-response management, collaboration, and geospatial visualization, the ICCC is designed to deliver dynamic, proactive, and reactive solutions for making city operations “SMART.”
