One Nation One Ration card: Almost 40 percent Aadhar enrollment in Meghalaya

Meghalaya is expecting to complete the reforms in Public Distribution System (PDS) and implement the ‘One Nation One Ration Card System’ soon, as the scheme is not able to be implemented fully in Meghalaya due to the delay in Aadhar enrolment.

Installation of ePoS devices  has started in the State in a phased manner.  Deputy Chief Minister incharge of Food and civil supply, Prestone Tynsong told Meghalaya News 24, “…..Aadhaar implementation is an ongoing process, now we have touched around 40 percent…..”

Stating that the implementation of One Nation one ration is on, in an exclusive interview, Tynsong said,”… far 100 percent implementation of One Nation one Ration is not done, however, we are doing it because those Fair Price Shop (FPS) dealers they need to register themselves , they need to enrol themselves that is almost 100 percent done.”

“… the system is already in place, that is why now the Database is important, feeding of Aadhar is important, “ he added.

The Supreme Court on Tuesday asked states and union territories to implement the “One Nation, One Ration card” (ONORC) scheme by July 31 even as it pulled up the Centre over “unpardonable delay” in registration of migrant workers.

Following this, the Deputy Chief Minister insisted that the name of the card holder  or head of the family has to enrol  with Aadhaar.

“…As far as Ration card is concerned, we insisted at least the name of the card holder, not necessarily the whole family, only the head of the family has to enroll with Aadhar,” Tynsong said.

The “One Nation, One Ration card” scheme allows migrant workers to get ration at the place of their work in other states as well where their ration cards are not registered.

The Deputy Chief Minister also added, “.. so that as I said to you in case if one of the members who does not stay in the same place they can even get the allotment from anywhere they are . “

The implementation of One Nation One Ration Card (ONORC) plan is one of the top priorities of the Department of Food & Public Distribution, Government of India to provide an option to all eligible ration card holders/beneficiaries covered under NFSA to access their entitlements from anywhere in the country.

Under this plan, the distribution of highly subsidized food grains is enabled through nation-wide portability of ration cards through the implementation of IT-driven system by installation of ePoS devices at FPSs, seeding of Aadhaar number of beneficiaries with their ration cards and operationalization of biometrically authenticated ePoS transactions in the State/UTs.
