Was it necessary to amend MRSSA? asks Dr Mukul referring to centre returning MRSSAB, 2020

Former chief minister Dr Mukul Sangma on Monday asked was it necessary to amend the Meghalaya Residents Safety and Security Act (MRSSA) and if the Government was to amend the act they should look at the legislative jurisdiction of the state legislature, as well as the constitutional provision.

 

Talking to Mediapersons, Dr Sangma said, “Was it necessary to amend the act (MRSSA)? If they want to amend the act they should look at the legislative jurisdiction of the state legislature viz the constitutional provision. I have said that we have done the tight rope walking, we have explored the possibility of doing maximum in as far as the state legislative jurisdiction of the state Legislature is concern under the mandate of the constitution of this great Nation.”

 

 

While questioning the government’s intention, the former Chief Minister alleged that Meghalaya Residents, Safety and Security (Amendment) Bill (MRSSAB), 2020 was turned down by the Governor because the law could not be made in accordance with the legislative jurisdiction of the state legislature.

 

 

“You can’t go beyond the legislative mandate of the constitution and if we do anything which gets turn down that means we do not know how to legislate, we are proving we are law makers though we don’t know how to make law and when we don’t know how to make law it will definitely turn down, when you known know how to make law in consistent with the legislative jurisdiction of the state legislature it will be turn down by the Governor or it will be referred to the Union Government as you have seen it, so it a question of whether the intent of the Government is to play to the gallery or did they have serious intention to really protect the interest and address the concern of the people and the state,” Dr Sangma said.

 

 

He said there has to be honesty; there should be a clear intention to really do justice to the concern of the people of the state.
