KHNAM seeks clarification from BJP MLAs about appointed of non-tribal headman

The Khun Hynniewtrep National Awakening Movement (KHNAM) on Thursday asked the Khasi Hills Autonomous District Council (KHADC) to seek clarification from the two BJP legislators, Sanbor Shullai and AL Hek, on what authority have they appointed a non-tribal headman and gave those who stayed at RR Colony a free and separate administration.

 

In a statement, KHNAM working president Thomas Passah said recently the Hynniewtrep Integrated Territorial Organization (HITO) had unearthed the issuance of trading licence by the KHADC based on the NOC issued by the Society of RR Colony signed by a non-tribal headman.

 

However, it is clear that the “The Khasi Hills Autonomous District (Appointment and Succession of Syiem, Deputy Syiem, Electors and Rangbah Shnong of Mylliem Syiemship) Act 2007” do not recognised non-tribal as the headman of a village/locality.

 

“This inspection by the NGO has also brought forward a resolution signed by the then EM in-charge Trade that Sanbor Shullai (South Shillong) and AL Hek (Pynthorumkhrah) who have authorised a non-tribal to issue NOC,” Passah said.

 

Passah also said that the dorbar shnong of Rynjah has made a very good clarification wherein since 2019 the RR Colony has been renamed as Them Rynjah and NOC for any purpose needs to be issued from the dorbar shnong of Rynjah.

 

“We would request the dorbar shnong to kindly remove all sign boards mentioning RR Colony which are still seen till today and replace it with the correct name as resolved in 2019, so that there is no misinformation to the general public at large,” he added.

 

Further, the KHNAM leader said that the CEM of KHADC has also made similar clarification/statements wherein the KHADC refuse to accept any NOC other than the one issued by the Dorbar Shnong Rynjah.

 

“However from 2019 till 2023 under whose NOC were the trade licenses of those carrying out business at this area were being renewed or fresh issues were made because the recent statement of those running the society says that the NOC were issued by the Society.  We also suggest that the KHADC needs to get clarification from Sanbor Shullai and AL Hek as to what authority did they appoint a non-tribal headman and give those who stayed at RR Colony a free and separate administration,” Passah said.
